The National Defense of the Philippines (NDCP), in partnership with the Pandayan Enhancement and Advancement Center, Inc (PEACE) conducted the forum on “Corporate Security and National Security: Negotiating Hybrid Security Spaces in a Complex and Evolving Strategic Environment”.

The forum was held on 1 August 2018 at the NDCP Auditorium, Camp Gen Emilio Aguinaldo, Quezon City.
The forum aimed to explore the nexus of corporate security and national security in an evolving strategic environment; deepen awareness on the role of corporate security in enhancing national security; and discuss policy recommendations to strengthen collaboration between and among government security forces and corporate security professionals.
NDCP Executive Vice President BGen Rolando G Jungco AFP (Ret) underscored the growing demand for strategic discussions on the role of the private sector in national security.
BGen Jungco said in his remarks, “The overwhelming response from various sectors is indicative of the dire need for strategic discussion and effective professional development on corporate security and national security.”
He said, “There is an apparent thirst for deeper understanding on how the complex and evolving security environment has re-defined our approaches.”
The forum featured six speakers.
Professor Julio Amador III explored the interrelated concepts of national security and corporate security. He is a Research Fellow and Program Convener Regional Security Architecture Program of the Asia Pacific Pathways to Progress. He is also a Module Director in the NDCP’s Master in National Security Administration (MNSA) program.
Dr Stephen P Cutler, Director of Guide Meridian, discussed “Corporate Security in a Complex and Evolving Strategic Environment”.
LtGen Juancho M Sabban AFP (Ret), Vice President for Security and Investigation BDO Unibank Inc, shared innovations in corporate security in the banking sector.
Mr Adrian M Picar, Area Director for Security Shangri-La Hotels and Resorts Philippines, discussed best practices in corporate security in the hospitality sector.
Mr Edgar Allan C Abalon MNSA, Senior Vice President Citi Security and Investigative Services Citigroup, shared innovations in corporate security in the financial sector.
Mr Augustus Ceasar B Esmeralda provided an overview of the corporate security industry in the Philippines. He is the Managing Director of Ace and Associates Risk Management Inc (AAA).
More than 150 participants from the government and the business sectors participated in the event.
Dr Cutler called the forum “ground-breaking” as it attempted to tackle important policy issues on corporate security.
In his remarks, Rear Admiral Roberto Q Estioko AFP (Ret) PhD MNSA, NDCP President, thanked the speakers for their “divergent reflections points that are novel in approach, revolutionary in character, and inspiring in objective.”
He reminded the participants of their role in enhancing business resiliency, an integral factor in national security.
He said, “As corporate security managers and professionals, you must learn to negotiate these hybrid security spaces. I encourage you to continue learning, continue innovating, continue leading. As integral actors in the business sector, your role is critical in ensuring business resiliency.”
He further said, “I enjoin you to seek out professional programs that strengthen your core competencies. Update yourselves. Learn from your peers. Elevate discussions at the strategic level so that you see the forest and not get lost between the trees.”
Now on its 55th year, the NDCP is the government’s highest center for education, training, and research on defense and national security.
PEACE is a corporation duly registered under the existing laws of the Philippines with a vision to become a Center of Excellence in consulting and training services on security and development. It is primarily organized by the members of Masters in National Security Administration (MNSA) Regular Class Number 46 who are inspired by the commitment to promote the welfare of the Filipino people and to contribute to national development.
